Quite often, we become aware of problems and are faced with the decision whether to make the problem known or keep it to ourselves.
Take for example, you know of a loop hole in a software, if you announce the loop hole, then the information can be used to exploit the vulnerability. On internet, we have seen many cases where the vulnerabilities are announced after the person who discovered it did not get response from the vendor.
What if it is a loop hole in our financial systems, should we announce it and hope the proper authorities will close it or leave it unannounced so that only the minority takes advantage of it. What if the authorities do not care to close the loop holes and cause losses in millions of dollars in public funds?
This is more critical when the loop holes are being exploited by those in authority so it is not in their interest to close those loop holes? This means that if we make the loop hole known, chances are more will exploit the vulnerabilities and cause the losses to increase.
My take is we need to make these loop holes known. There may be increase in short term losses but with more awareness there will be increase demand and pressure to close the loop holes so long term, the losses will be stopped.
