The Chief takes steps to correct the situation.

By the next morning the draft of the order had been written and re-written several times.  It was a balanced directive.  Several sentences were added to protect mentors that acted in good faith even if things went wrong.  Chief Barley’s primary reason for having the Division Commanders review and comment was simple.  By their comments and suggestions he would learn where they stood.  Some would support it because they believed in it, some would have to be watched to see they complied.  He didn’t care which approach they took.  They would follow it.  A second draft went to the night shifts as well.  To the last man they suggested changes.  All of the changes in language were aimed at preventing abuses on both sides.  With the document in what he considered near to final form he polled the watch commanders again and got similar responses.  One normally passive watch commander commented, “I don’t care if you or Division tells me who to assign a new officer to, I just want to be able to tell you it is a bad choice and have you listen.  If you listen to my reasons I don’t believe we will not see some of the bad things I have seen in the past.  Generally I want my best officers to actively train my new ones.  New officers get enough bad habits on their own without help.  But I need some of my better, yet less senior officers to do some training so they learn how to do it.  We have to balance giving the new officers the best training and training trainers so we have a future.”  He put a smiley face after the comment.  He got a note back from the chief.  “I liked your comment about training trainers for the future.  It was something that my directive didn’t address and I have added a comment to that effect to the second paragraph.  The trainer doesn’t have to be the best person to do it but should be one that can do it well.  Maybe when we use someone for the first time we need to supervise him closer or allow a good trainer to spend some time with them every week for maybe six weeks or so to mentor the trainer.  Make a recommendation, if the others agree in principle I’ll go with your recommendation and we’ll fine tune it later, if needed.”  Most of the comments were not as open but all said the same thing, the problem was not at this level.  The chief knew the problem was widespread, but that it must stop.
