In the eighties, most of the students from the developing or the least developed countries wanted to become government officials with high ranking positions. This coincides with the American dream when a gifted student in law for example can expect to become Chief Justice. For reasons of security sometimes mixed couples cannot access to this particular position because of questions on loyalty.
