The public health cannot be managed, if people continue to spit in common places, while they have to do it in bathrooms. Also, coughing and sneezing without covering the mouth are severe disease carriers. Public must be educated about these basic steps towards hygiene.

@Jimmy: Severe punishment can prevent more people becoming criminals. Imagine the driver behind gets a waterwash because of the driver or passenger in the front have spat out of their vehicle’s window! It is better to clamp their tongue rather than bathing in sputum!
