Does anyone know if anybody has been fined $350 for Honking in NYC?

We saw this sign posted at a traffic signal on Bedford Avenue in Brooklyn. The sign reads “Don’t Honk $350 Penalty”. As you can see, there are many apartment buildings near the “Don’t Honk” sign posting. Many of the locals complain that the 350 dollar penalty for parking is never imposed and that the “Don’t Honk” sign should either be removed or the law should be enforced! Frequently a police officer is next to honking car and just ignores while driving on!
New York City Cab drivers frequently honk at jaywalking pedestrians who are walking through red lights. I read that Boston wants to increase fines on red light running bicyclists and pedestrians. NYC should follow suit since inattentive pedestrians pose a greater threat to traffic safety than the cab drivers themselves! Driving a cab in NYC would drive me to drinking!
