Green machine.

This world  has many vices. I have smoked cigarettes for 38 years. As a child and young man I had the opportunity to grow tobacco. It was and is a beautiful crop. It has a luscious aroma. Through my years of smoking I have not put 4 cigarette butts on the ground(litter). The reason is it is a beautiful plant,  though a heinous habit to be kept to ones self, not to blatantly disrespect society withy ones own habit. Litter is a sign of disrespect of our environment, which in turn means our lord , our neighbor, our society, ones self. Their should be a penny deposit on cigarette butts. To be paid 50/50 between the U.S. government and the manufacturer. The reason the gov. should pay is because they have not figured out how to make fuel or another usable after market product out of butts. Peel the paper off a filter, stand it vertically on a non flammable surface and light it. It will burn for no less than 90 seconds. and the gov. can not figure out how to make  a fuel out of them?  A simple penny deposit, all bums on the streets would be millionaires and the butt litter problem would be solved. I also feel any common citizen who litters at all should do 24 full hours in county jail for the first offense plus a monetary fine. 72 hours for second offense, 7 full days for third offense, 90 days for a 4Th and a full year of picking up trash (10 hrs. a week) for life for any offense there after. The repercussions should be doubled for municipal, civil, county, state, federal employees. This might would keep the U.S. cleaner and also help the citizens to have Pride and a better morale in our home land. Anyone littering should have to publicly pick up trash, debris in the worst conditions. Say the person is not physically capable than they can clean windows in a wheel chair need be at an assisted living facility or school house to help be a good example for  the young American citizens, and show due respect to the senior citizens of this Great Nation. This  type of out look, say it was enforced to the letter of the law, I believe would improve a many peoples view point through clean grass and glass. The offender even has to sign a waiver to show they are completely responsible for their own actions, welfare while performing their duties and any side effect there of.
