On the 17th of November, JaGeX, the makers of Runescape, introduced a new and powerful set of spells. These spells are the Surge Spells, the best combat spells in the standard spellbook. The new spells have a maximum hit of 22 for air, 24 for water, 26 for earth, and 28 for fire. This is assuming you are having no bonus of any kind though.  The spells require ten air runes each, one blood rune each, one death rune each, and seven runes of the element of the spell which you will be casting. The new spells look like this:  This happens to be the air version of the spell hitting a meager five damage.
