This is a Constitution for a new Utopian society on Mars. Inspired by Sir Thomas Moore and his "Utopia".

The United States space program (NASA) along with the Russian (RKA) and the Ukraine (NSAU) space programs have developed a way to help sustain life on other plants even on the most barren planets.  A committee was formed from members of each space program to draw up a constitution of sorts or a guideline to put in place when the new colony on Mars is settled in the next year.  The committee consisted of three; an astronaut, scientists, and the head of operations from each space program.   The committee was not only made up of different nationalities but also a woman astronaut from NSAU, a female scientist from RKA, and an African American astronaut from NASA.  

The committee met for close to 2 months deliberating over the constitution for the Mars colony.  They revised, rewrote, and reworked the document until they came up with something all the committee members felt was suitable for the new colony.  The following is an overview of the constitution that was released to those who were being considered for residents to start populating Mars.

 Mars Colony will not be headed by one person, a candidate will be voted in to head of Mars from one of each of the founding nations, the United States, Russia, and Ukraine.  Once voted in the position will be held for three years, which will be followed by an election to replace the heads.  Every issue that is dealt with in the colony that pertains to colonies well being will be voted on by the three heads.  By having three heads there will never be a case of a tie there for it only takes two votes to pass or deny any issue, or proposition that comes into question. 

The new colony will be contained in nine separate bubbles in order to sustain the population wanted to start the colony. There for the colony will be dived into 9 counties or states.  Each county has their own representative that they vote in. Each representative holds office for only a year but may be reelected if the county chooses so.  Each representative will reside in the center county of the colony where the heads of the colony govern from.  Every issue that is voted on by the heads has to pass through the round table committee or the RTC which is the committee of representatives from each county.  Because the round table consists of eight people there is a possibility of a tie.  Any issue that has a vote that ends up in a tie is passed back too the heads; because of its that split decision it then  needs to be looked at in more depth by the heads to make the best decision.  Anytime there is an issue that needs to be voted on it is brought to the RTC immediately so it can be looked at and dealt with as soon as possible.
