Wickedness is a bad quality that there are some people who are recognised as wicked men for some of their quality. Of course it is a behaviour or action which is done for fulfilling some sort of needs and desires. But to do things for fulfilling needs and desires is not a bad thing. It is bad then when somebody is following an undemocratic way or action which is totally prohibited by other people in general. Who is responsible for this wickedness ? In most of the moment we the people use to say as notorious, nonsense, culprit, wicked etc in order to mean some people who are doing some activities which are extremely prohibited by the society. There is police force for keeping the society in a systematic manner where there will be no chaos, no illegal things, no unsocial activities at all. But in most of the moments different people use to say that some police men, some government officers are also instigating this chance to some of the people to become wicked.

A man earns education rifgt from his childhood in order to become a good and noble member of the society. But inspite of that some even educated people are seen to do some unsocial and unlawful activities. There is available provisions in law for punishing the people who are doing bad and anti activities. Though sometimes it is seen that by the efforts of general people some culprits are kept red handed and handed over to the police yet that culprits come out of the police custody easily and it seems to be that they are getting no punishment.
