Considering that the youth are attracted to our party more than any other party in Pakistan we have to ensure that they should find a welcome home in PIT and its activities.  They should be encouraged and accommodated in the main wing on a regular basis so that the image of the party should remain youthful and futuristic too.  We should be looking for young leadership.  However, there should be a wing also through which specific activities can be conducted.

1. Originally the idea of the youth wing was to accommodate the age span between graduation out of colleges (at 16-18) and when they become voters (21 and delayed voter registration took this span to 25).  So there was a 9 year span 16-25 which needed a good parking and activity forum.  Now when youth can start voting from 18 onwards we have a different issue of trying to accommodate youthful members.
2. Learning from our 14 year experience such wings have always ended up in conflict with the main party whereby at the District level they say we have been appointed from above and therefore cooperation between Youth Wing and main party was always lacking.
3. Therefore the wing should be structured in a manner to encourage cooperation rather than conflict.
4. It should never be a parallel organisation but one which is working together with the main organisation.
5. The wing should be under the CPO, DO, RI, and Province, wherever formed with the name of Coordinator youth (at that level).
6. For ideological direction (not for controlling the wing) there should be a person under the Province (Provincial Coordinator of Youth Wing PACY) who should help trouble shoot and implement ideas and ensure that there is good amalgamation of this wing with main party.  A person under the RIO appointed in consultation with PACY shall be the Regional coordinator of the Youth Wing (RACY) the DO’s can suggest a person in the District as Coordinator Youth Wing, and similarly CPO can appoint a youth wing coordinator at their level.
7. The Youth Wing should have clear guidelines as to its functioning.  If they have the same functions as the main organisation there is little need for a separate wing therefore their responsibilities and work should not be in parallel but in synchrony.
8. Therefore their role should be defined as follows:
   1. Event Management: 

                                                              i.      They could be made responsible for organisation of events (Balsas, Protests and Julio’s). They are young people who generally always manage events on behalf of the main wing.
